Short answer: yes. The refrigerant charge is held in the outdoor unit and covers a set length of line set. The line sets themselves are not pre-charged.

If your line set is longer
If the total line length is longer than the pre-charge covers, a licensed HVAC technician must add refrigerant during installation. The amount per extra foot is in your installation manual (find your manual).
